Are Sprint, Clear 4G modems "carrier locked"?

New to the forum; looks like tons of great and detailed info!

I got the Sierra Overdrive Pro 3G/4G modem & plan for home internet but of course they've now capped data to 5GB/month before overage charges start. Thinking about switching to Clear and wondering -- is it possible to keep using the Overdrive Pro, or are these modems effectively "locked" to the carrier?

I did see one post here suggesting that there is or can be significant performance differences b/t Sprint's and Clear's 4G modems when tested from the identical location (several months back), and I believe one person commented that perhaps Sprint is intentionally limiting throughput somehow...
