Is it possible or even necessary to double stack a Power Tap such that you can power two devices separately?
A quick answer would be that its definitely possible to connect one tap on top of the other. The twist lock connection between the prongs of the tap and the receptacles of the luminaire are standard and are guided by the ANSI C136.10 regulations of 2013 titled "Locking-Type Photocontrol Devices and Mating Receptacles - Physical and Electrical Interchangeability and Testing".
It is however an unnecessary step since it raises the height of your installed equipment and creates stability issues for no reason. A proper way to split the power output would be to use a simple item such as a terminal block to connect your different equipment.
