What is the ground plane requirement for a magnet mount antenna for use in-building? In vehicles I can mount on the roof but what to do in a building?

This antenna requires a small metallic ground plane — anything metallic even a tin can. Largest wavelength at 800MHz is about 37cm; need a ground plane of about 9cm diameter (~3.6 inches).
