The FCC is considering implementing a law that would make cellphone boosters illegal unless deployed by a wireless operator or with the consent of one. CTIA filed a petition asking that any signal booster require FCC license or operator consent. Howard Melamed, CEO of CellAntenna, said a blanket "make them illegal" mandate doesn't solve the problem.
