Booster antennas just "boost" your signal. Cellular amplifiers are also repeaters that capture, amplify and re-broadcast the signal — FCC approved since they operate in licensed cellular bands. Too much gain isn't necessarily good especially for CDMA (Sprint, Verizon, Alltel) due to the near-far problem.
